Eski ara\u00e7lar\u0131 hurdaya ay\u0131r\u0131p ya da 30 ya\u015f\u0131n \u00fcst\u00fcndeki ara\u00e7lar\u0131 ba\u015fka \u00fclkelere ihra\u00e7 ederek \u00d6TV iadesi al\u0131nabilir, bunu da elektrikli ara\u00e7ta kulland\u0131rabiliriz. B\u00f6ylece elektrikli ara\u00e7lar daha \u00e7ok desteklenebilir&#8221; ifadelerini kulland\u0131.                     \u0130LK KEZ 2003&#8217;TE UYGULANDI          T\u00fcrkiye&#8217;de ilk defa 2003 y\u0131l\u0131nda uygulanan hurda te\u015fviki politikas\u0131, y\u0131llar i\u00e7inde \u015fekil de\u011fi\u015ftirerek farkl\u0131 aral\u0131klarla uygulanmaya devam etti.         Otomobiller i\u00e7in ilk hurda te\u015fviki 12 A\u011fustos 2003 ile 31 Aral\u0131k 2004 tarihleri aras\u0131nda uyguland\u0131. \u0130lk hurda te\u015fviki, hem belirli bir ya\u015f\u0131n \u00fczerindeki ara\u00e7lar\u0131n piyasadan \u00e7ekilmesine hem de otomotiv sekt\u00f6r\u00fcndeki sat\u0131\u015flar\u0131n artmas\u0131na katk\u0131 sa\u011flad\u0131.         2004 sonunda sona eren uygulama, 2010 y\u0131l\u0131nda tekrar g\u00fcndeme geldi ve 4 Ekim 2010&#8217;dan 31 Aral\u0131k 2011&#8217;e kadar ikinci hurda te\u015fviki y\u00fcr\u00fcrl\u00fckte kald\u0131.         \u0130lk hurda te\u015fvikinden farkl\u0131 olarak ikinci te\u015fvikte kapsama al\u0131nan motorlu ara\u00e7 t\u00fcr\u00fc s\u0131n\u0131rland\u0131r\u0131ld\u0131 ve a\u011f\u0131rl\u0131\u011f\u0131 3.5 tondan fazla olan y\u00fck ile yolcu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na hizmet eden ara\u00e7lar kapsama al\u0131nd\u0131.         2010 y\u0131l\u0131ndaki te\u015fvikte, kapsama al\u0131nan motorlu ara\u00e7lar i\u00e7in ta\u015f\u0131tlar\u0131n a\u011f\u0131rl\u0131\u011f\u0131 model y\u0131llar\u0131 baz al\u0131narak belirlenen kilogram fiyat\u0131 \u00fczerinden nakdi destek sa\u011fland\u0131.            REKLAM               2011 y\u0131l\u0131 sonuna kadar uygulanmaya devam eden hurda te\u015fviki, toplam kayd\u0131 silinen ara\u00e7lar i\u00e7erisinde hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131n\u0131 ise bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 73.9 oran\u0131nda art\u0131rd\u0131.                        Dolay\u0131s\u0131 ile, 2010 ve 2011&#8217;de nakdi destek \u015feklinde sa\u011flanan hurda te\u015fvikinin, belirlenen motorlu ara\u00e7lar\u0131n ve toplam hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131nda \u00f6nemli bir art\u0131\u015f sa\u011flad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. Ayr\u0131ca, 2010 y\u0131l\u0131nda toplam pazar\u0131n y\u00fczde 38, 2011&#8217;de ise pazar\u0131n y\u00fczde 14 oran\u0131nda artmas\u0131nda da verilen hurda te\u015fvikinin etkisi oldu\u011fu anla\u015f\u0131l\u0131yor.         2012&#8217;DE TE\u015eV\u0130KLER 2&#8217;YE AYRILDI          2012 y\u0131l\u0131nda ise, farkl\u0131 i\u00e7erik ve kapsama sahip iki ayr\u0131 hurda te\u015fviki karar\u0131 uyguland\u0131.         Bunlardan ilki, sadece kilogram fiyatlar\u0131 y\u00fckseltilerek 2011 y\u0131l\u0131nda uygulanan nakdi destek uygulamas\u0131n\u0131n 31 Aral\u0131k 2013 tarihine kadar uygulanmas\u0131na karar verilmesi \u015feklinde oldu.         17 Aral\u0131k 2012 tarihinden itibaren ge\u00e7erli olan bu te\u015fvik, 2012 sonuna kadar kalan 13 g\u00fcn boyunca s\u00f6z konusu y\u0131l\u0131n Aral\u0131k ay\u0131 i\u00e7erisinde hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131n\u0131 bir \u00f6nceki aya g\u00f6re y\u00fczde 49.11 oran\u0131nda art\u0131rm\u0131\u015ft\u0131.            REKLAM               2013&#8217;te ise, toplam kayd\u0131 silinen ara\u00e7 say\u0131s\u0131 y\u00fczde 80 ve hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131 y\u00fczde 114 oran\u0131nda art\u0131\u015f ya\u015fad\u0131.         Bu d\u00f6nemde uygulanan bir di\u011fer hurda te\u015fviki ise 04 A\u011fustos 2012 tarihinden itibaren ge\u00e7erli olmak \u00fczere belirli bir model y\u0131l\u0131na ait olan motorlu ara\u00e7lar\u0131n 31 Aral\u0131k 2014 tarihine kadar hurdaya ayr\u0131lmas\u0131 halinde, belirlenen tarihe kadar tahakkuk etmi\u015f fakat \u00f6denmemi\u015f olan motorlu ta\u015f\u0131tlar vergisi ile bu vergiye ait faiz, ceza, gecikme zamm\u0131 ve faizi ile idari para cezalar\u0131n\u0131n terkin edilmesi \u015feklindeydi.                        2014 y\u0131l\u0131nda vergisel y\u00fcklerin terkin edilmesi \u015feklinde uygulanan te\u015fvik, toplam kayd\u0131 silinen ara\u00e7lar i\u00e7erisinde yer alan hurda ara\u00e7 say\u0131s\u0131n\u0131 bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 38 oran\u0131nda azaltm\u0131\u015ft\u0131.         2019 SONUNA KADAR Y\u00dcR\u00dcRL\u00dcKTE KALDI          Son hurda te\u015fviki ise 2017, 2018 ve 2019 y\u0131llar\u0131nda y\u00fcr\u00fcrl\u00fckte kald\u0131.         Belirli bir ya\u015f\u0131n \u00fczerindeki ara\u00e7lar\u0131n trafikten \u00e7ekilmesi ve geri d\u00f6n\u00fc\u015ft\u00fcr\u00fclebilir aksam ve par\u00e7alara sahip olmas\u0131 nedeniyle belirli ara\u00e7lar\u0131n hurdaya ayr\u0131lmas\u0131n\u0131 kolayla\u015ft\u0131rmak amac\u0131 ile 20 Temmuz 2017 ile 31 Aral\u0131k 2018 tarihleri aras\u0131nda uygulanan hurda te\u015fviki, 2017&#8217;de hedefine ula\u015famam\u0131\u015f ve hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131 bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 14 oran\u0131nda bir azalm\u0131\u015ft\u0131.            REKLAM               2018 y\u0131l\u0131nda ise, vergisel y\u00fck\u00fcml\u00fcl\u00fckler ve idari cezalar\u0131n terkin edilmesi \u015feklinde hurda te\u015fvik uygulamas\u0131 devam ederken, ilgili y\u0131l\u0131n ikinci \u00e7eyre\u011finde otomotiv sekt\u00f6r\u00fcnde ya\u015fanan daralman\u0131n olumsuz etkilerini azaltmak amac\u0131yla farkl\u0131 i\u00e7erikte hurda te\u015fviki karar\u0131 al\u0131nd\u0131.         Bu karar kapsam\u0131nda, 11 Haziran 2018 ile 31 Aral\u0131k 2019 tarihleri aras\u0131nda, belirlenen \u015fartlar\u0131 ta\u015f\u0131yan motorlu ara\u00e7lar\u0131n hurdaya \u00e7\u0131kar\u0131lmas\u0131 halinde ayn\u0131 cinsten yeni bir arac\u0131n sat\u0131n al\u0131nmas\u0131nda tahsil edilecek \u00d6TV miktar\u0131ndan belirlenen tutar kadar indirim sa\u011flanmas\u0131 \u00f6ng\u00f6r\u00fcld\u00fc.                        Bu uygulama kapsam\u0131nda, 2018 y\u0131l\u0131 i\u00e7erisinde hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131 bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 152 oran\u0131nda artt\u0131.         2018&#8217;de pazar\u0131n y\u00fczde 35 oran\u0131nda darald\u0131\u011f\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, hurda ara\u00e7 te\u015fvikinin pazardaki daralman\u0131n derinle\u015fmesini \u00f6nledi\u011fi de s\u00f6ylenebilir.         Yap\u0131lan d\u00fczenlemeler sonucunda, 2019 y\u0131l\u0131 sonunda da hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131 bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 56 oran\u0131nda artt\u0131.         KA\u00c7 ARA\u00c7 HURDAYA AYRILDI?          Herhangi bir hurda te\u015fvikinin y\u00fcr\u00fcrl\u00fckte olmad\u0131\u011f\u0131 y\u0131llarda ise, hurdaya ayr\u0131lan ara\u00e7 say\u0131s\u0131nda azalma meydana geliyor.         \u00d6rne\u011fin, 2023 y\u0131l\u0131 sonunda, trafikten kayd\u0131 silinen ara\u00e7 say\u0131s\u0131n\u0131n bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 11 azalmas\u0131 dikkat \u00e7ekiyor.         T\u00dc\u0130K verilerine g\u00f6re, 2022 sonunda yakla\u015f\u0131k 36 bine yak\u0131n ara\u00e7 hurdaya ayr\u0131l\u0131rken, bu say\u0131 2023 sonunda ise 31 bin adetlere geriledi.         \u00d6te yandan, 2024 y\u0131l\u0131nda ise trafikten kayd\u0131 silinen ta\u015f\u0131t say\u0131s\u0131 y\u00fczde 15.6 oran\u0131nda artarak 36 bin 657 adet oldu.
