Di\u011fer segmentasyonlar da do\u011fru kurgulanm\u0131\u015f g\u00f6r\u00fcn\u00fcyor. Pozitif ayr\u0131m yap\u0131lan \u015fehirler konusunda da \u00e7ok sevindik. Konut \u00fcretmek de\u011fil ya\u015fam bi\u00e7imi \u00fcretmekle ilgili de Say\u0131n Cumhurba\u015fkan\u0131\u2019m\u0131z\u0131n mesajlar\u0131na \u00e7ok sevindik. \u00d6zel sekt\u00f6r olarak biz de bu anlamda neler yapmal\u0131y\u0131z, \u00f6rnekleriyle ilerlememiz tamamlay\u0131c\u0131 olur. Bir yanda d\u00f6n\u00fc\u015f\u00fcm bir yanda da finansman sorunu d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde 10 y\u0131ll\u0131k bir konut politikas\u0131 olu\u015fturulmam\u0131z gerekiyor. TOK\u0130, 1 milyon 740 bin konutu teslim etti, 280 bin konutun in\u015fas\u0131 s\u00fcr\u00fcyor. Ama TOK\u0130\u2019nin yan\u0131 s\u0131ra \u00f6zel sekt\u00f6r\u00fcn de nas\u0131l i\u015fin i\u00e7ine girebilece\u011fini d\u00fc\u015f\u00fcn\u00fcyoruz. Arsa, finansman, tasar\u0131m, konut tipleri net olarak planlanmal\u0131. Bu ama\u00e7la kamu, \u00f6zel sekt\u00f6r ve STK\u2019lar\u0131n kat\u0131laca\u011f\u0131 bir \u2018T\u00fcrkiye Konut Politikas\u0131 Platformu\u2019 olu\u015fturulmas\u0131 gerekiyor. Biz de \u00fc\u00e7 y\u0131ld\u0131r bu konunun alt\u0131n\u0131 \u00e7iziyoruz ve gelenekselle\u015fen zirvelerimizde buna hep dikkat \u00e7ekiyoruz. Bu modelin temel amac\u0131, kira fiyatlar\u0131n\u0131 yar\u0131ya indirmek ve kentsel d\u00f6n\u00fc\u015f\u00fcme zemin haz\u0131rlamak. Kamunun kiraya veren konumunda oldu\u011fu bu modelde, arsa maliyetlerini d\u00fc\u015f\u00fcrerek konut \u00fcretim maliyetlerini dengelemeye \u00e7al\u0131\u015f\u0131yoruz. \u015eu anda T\u00fcrkiye\u2019de arsa maliyetleri, toplam maliyetin ortalama y\u00fczde 50&#8217;sine denk geliyor; bu oran Avrupa\u2019da y\u00fczde 20\u2019ler civar\u0131nda. Devletin elindeki arsalar, gayrimenkul geli\u015ftiricilerine belli bir proje d\u00f6nemi i\u00e7in \u00f6d\u00fcn\u00e7 verilirse ve kamu\u2013\u00f6zel i\u015fbirli\u011fi y\u00f6ntemi ile ve seri bir \u00fcretim mant\u0131\u011f\u0131yla \u00fcretim yap\u0131lsa on binlerce konut in\u015fa edilebilir. Bu model \u00e7er\u00e7evesinde yap-i\u015flet-devret modeliyle bireysel de\u011fil kamusal kiraya veren yap\u0131s\u0131n\u0131 olu\u015fturuyoruz ve kirac\u0131yla kiraya veren aras\u0131ndaki problemleri ortadan kald\u0131r\u0131yoruz. Arsa maliyeti sebebiyle olu\u015fan fark kiralar\u0131 da yar\u0131 yar\u0131ya d\u00fc\u015f\u00fcr\u00fcyor. Kamunun kiraya veren konumunda oldu\u011fu bu modelin finansman\u0131n\u0131, sermaye piyasas\u0131 enstr\u00fcmanlar\u0131n\u0131 da i\u00e7ine alan \u00e7e\u015fitli senaryolarla destekledik. Yani finansman i\u00e7in de devlete y\u00fck olmuyoruz; devletten bir tek \u015fey istiyoruz: \u2018Arsa\u2019.
